This is a vintage (estimated 1960's-1970's) Gauge Pointer Needle removal tool used to pull the pointer off a gauge stem without bending the arm.
Precision tool / maker unknown / 4" long / metal with plastic handle
Was used on all types of gauges such as speedometers, tachometers, pressure gauges, etc. - Push in the pin on the end would open the jaws of the tool and then release closes the jaws on the stem below the pointer, the center pin holds stem in place with tension while the pointer arm is safely pulled upwards and off the stem.
