The pliers in the first image appear to be gripping thick animal skin. The jaws of the pliers are parallel at about 1" of separation.
The second image also appear to be used for gripping skin. They are parallel at about 1/4", and then can be rotated ~360 degrees for about 1/2" separation.
The snips have a permanent guard/depth gauge.

Can you tell me what the markings are on the snips?
My brother has them. I will find out and get back to you.
On one side it says:
WISS
USA
C-3
on the other is less clear and I think is says:
PATO C.KYLE
NOV.20.06.
There is a larger space between the PATO and the C so there may be a letter or two that I am missing.
I'm going to go with Evil dentist instrument!.....Open WIDE!!
From what I can find online, they where for snipping off lemons & oranges.
Can't find the patent though.
