It's a lovely carving. The jewelry experts should be along later to help!
My guess is gold, from delicacy of the mount, around 1920, shell cameo finely engraved!
I'd say definitely not older than 1920-30, maybe even a few decades later but good quality.
I would agree 20's to 40's. Beautiful!
