I'm not sure of the time period of this painting, nor the Artist, It has A wooden back, and the frame is all intact ... I came upon this doing consignments for somebody, who had came up on A bunch of Art Work.... Any suggestions ?
How did you determine that it is a painting, is there a signature? I don't think it is. Looks to me that it is a Crayon Portrait which date to 1840 - 1915 so not from the Art Deco period that you have this categorized in. Simply put a Crayon Portrait is a photographic image often done life size that were then enhanced by an artist in charcoal or pastel.
I agree with SMD-- it is a crayon portrait or photograph. A photographer would copy an existing photograph and enlarge it. During the process many of the details were lost in the enlargment process. These same details where then put back in the image giving the photograph the look of a painting.
In the US these type of portraits were first made toward the end of the Civil War (1865).

I believe I posted one of these of my great great great grandmother. Her's is from the 1880s.

You will often see it advertised by photographers on backmarks for 1870s and later CDVs and cabinet cards. It was very popular in the late 19th century.
