Strange Jug with Spout and ???

Please help me figure out what this is! This strange glass jug was a thrift store find. It stands 13" tall and the base is 6 1/2" across. It has little bubbles in it, so I imagine it was hand blown, but don't know. The spout has been attached, but the inlet has been blown into the glass and has imperfections you can feel with your fingers. Can anyone help identify this?
