This is a Capitol District Transportation Authority one day bus pass. The CDTA is based in Albany, NY. Albany is the capitol of New York, and it and its surrounding areas are known as "The Capitol District".
As I've stated, this is a one day pass, but there are other plans for more days. Different colored cards, with the number of days in the plan differentiate the cards.
