It is made with green glass. Looks like it would hold maybe 2 tablespoons of something. The handle is about 2.5 inches long. No idea what it is for or who made it.

My guess condiment or relish ladle.
Does it glow under blacklight?
I don't have a black light yet. Hoping to stumble on one at a sale sometime. I assume it does because it kind of has a glow without one.
I have a punch bowl that I have been researching, in that research I came across information that glass ladles were very common in use up until the late 40's. I did not know that but did a bit of searching - you could specialize in these items alone! lol. Yours reminds me of an anchor hocking ladle for a miniature punchbowl set there is one currently being auctioned on ebay you could probably find it in search.
I have one and the bowl it goes with and it dose glow vary bright not sute who makes it haven't had time to research it.
generically speaking this is a mayonnaise ladle/spoon and usually goes with a set including mayo bowl and plate.
