I purchased this whistle (discovered it was a whistle just weeks ago by accident) at auction with another exactly the same. It was sold with Native American pieces and artifacts, but no one knew for sure about this.

No marks or signatures to indicate anything. Material is some sort of pottery, and no mold marks (so holes are hand dug?). Except for the feathering, eye sockets, beak to face, and the base, the piece is smooth to the touch.

Stands at just above 7 1/8", and it makes more of a dove sound than anything else I have heard

No, it's not Native American. It's a traditional Mexican folk art black pottery whistle from Oaxaca. See Amanda Thompson's book, "Ceramica, Mexican Pottery of the 20th Century" to confirm, or do a web search for "Oaxaca black pottery whistle."
