The Twelve Paneled Scroll shakers are usually found decorated with flowers or maybe even a Delft decoration. When I bought these I knew these were truly unique. I have never seen this ship decoration before and not since.
Its possible they were made for someone in the ship port of New Bedford, Ma since Mt Washington glass was also based there.
It is truly a miniture masterpiece!

Is the "12 panel scroll" unique to Mt. Washington?

As far as I know the Twelve Paneled Scroll was only made by Mt Washington. Many shakers that different munufacturers made were made of differing number of panels but this one in unique to Mt Washington.
