Abingdon Art Nouveau Black & Gold Double Handle Urn. #522 Signed 1930's

Urn at one time I believe was Abingdon piece that was taken by the artist and repainted and gilted.....My questions are who is this artist, and what do you call the gold scrolling to the rounded bottom near base...Thanks
