Attributed to industrial designer Peter Muller-Munk, the Pennwood "Topper" was offered as early as 1940 and, after a pause during WW II, its production resumed after the war's end. The pre-war version had a gold-toned metal base. This Topper has a brown marbleized Tenite case, and it was also available in Ivory, Hunter Green, and Gray. Decal on the base of this clock reads Pennwood Numechron Co., Pennwood Bldg., Pittsburg 8, Pa. It's date stamped 3-48.
Others have noted how similar the form of this clock case is to several 1940s-50s tube radios. Its design predates them all.
