Newly aquired very nice decanter with stopper

This is a very nice decanter with stopper which measures 11 1/2" tall with the stopper in. It is an opalescent milky white with ball stem, and the stopper is iridescent, similar to carnival glass. It has a mark etched into the bottom, which is a block style "L". Any clue as to who made it? Thanks
