tom61375 has it - its a type of trammel also known as a pot hook or crane hook used for cooking over an open fireplace. Its an unusual one in the way the bottom hook is attached. The top hook fits over the bar (fixed bar) or the crane (pivoting bar) and hangs down, the bottom hook is adjustable in height by looping the circular links over the lower hook. Its hand made and dates to the middle of the 19th century - possibly a bit earlier - its a very nice and genuine example of its type - it links back culturally to Ireland or UK - clean it, wax it and enjoy. a-matt
