I believe that this item was once part of an elaborate oriental fountain system. It has been painted and mounted on a square piece of Lucite to preserve it from further deterioration. the spout has calcium or lime deposit stain obtained when water use to flow through it. I would like to know if anyone recognize it from a picture out there somewhere?
