Looks like a letter opener .Solid silver decorations.Has Oriental stamp or marking.
It would be 6" long if it had the pommel attached(the pommel is the knob at the end of the handle ).
The pommel I could fabricate and attach.
I don't know the material of the sheath or handle but it it has a seam on each side.
Has intricate carvings on each side.
