Incomplete Tea Set?

My mother in law gave this to me, along with another one I need to find. But I cannot figure out if it's simply an incomplete tea set, or if it's something else. It looks and feels like white ceramic of a double ware make....but it's very confusing. Heck, I can't even understand what's written on the carry case.
