my barn find. no idea what it is?

I bought this highly detailed pushbike at a market about 10 years ago. I've had the steel work "frame / forks / handle bars & wheels restored" acid dipped and powdercoated. I'm wondering if I should have the stickers & plastics restored? if any one knows what it is and from which era could they please send me a message.
