I bought this from an antique dealer in wexford , Pennsylvania approx. 12 yrs. ago. I was told it was from an estate on the Ohio river and the
deceased was involved in the U.S. Diplomatic Service. As one can see the painting is on peacock herl. The handles are not ivory (rats) but carved I believe by machine. I think the feathers are 8 inches long. Mounted behind glass on black velvet and framed/boxed for hanging on wall. The herl are still attached!
KNOW ANY HISTORY ON THESE???
