10 pound huge copper scale pan or scoop? - What is this?

Can anyone help me identify my newest find? It measures 19" at the widest point, is 2 1/2" tall and is 26 " long. There are 3 original holes for chains where it was obviously hung to use it.

The dealer where I purchased it suggested that perhaps it was used in something like a coffee or grain processing plant as a scoop. I thought that perhaps it was the pan to a large scale but haven't been able to find anything in my searches.
