CAL .ST. Al.BAN.USA plus numbers are on the top and sides. Has leather straps and hinges. L 16" W 12" H 5" Great condition. I don't know when this was made. Any Ideas?

I want to know what it is & what the letters mean? Looks like it may be hardwood. Is it partitioned on the inside to hold something?
what's catching my eye is the leather strap and buckle. Are the hinges metal or leather straps?

The hinges are made of leather.
There's a St. Albans, NY, St. Albans, Virginia, St. Albans, Vermont. Wonder if any of these towns catered to the military.
