Unusual Unknown Shaker

Here is a most unusual shaker in my opinion. I have seen two others that a friend of mine, who has sinced pass away has. He had one with a Santa Clause of all things pictured and all will say either "Salt" or "Pepper". I cant remember what the other one was. The shaker is a heavy milk glass with a large picture with clear glass covering it. Its no doubt old and on the reverse a Fleur de Lis.
Looking at the picture and the pattern on the back, I might be willing to say its French. I would consider them rather rare.
Maybe someone has some input?
