This came from my grandfather in North Carolina, it seems to be a tool of some kind, chisel-like but all hardwood. The handle has a rope motif and initials are carved on the sides of the "blade", M and G. A nut cracker? For tobacco? I'd love to know what it is, please tell me if you know.
That is a seam rubber used by sailors to smooth the stitching of hand sewn seams. Usually hand made to display talents of a sailor.
