      Illinois Watch Co. operated 1869-1927, after that is was owned by the Hamilton Watch Co. until the 1950's. Your watch was made in 1923. It's very pretty!

      Someone else might be able to help with a value, I haven't a clue. How big is the watch (in inches)? The case was made by Fahys Watch Case Company and the case design is called "Bristol". Typically the watch works were made by one company, in this case Illinois, and the case made by another, Fahys. Yours is a 17 Jewel, which is nice. The higher the "Jewel" the more expensive the watch.
