    This is a Ketchum Humane Poultry Killer.
    The way it was used was, you put the part of the tool with the slight depression over the chicken's head and the blade into the chicken's mouth and squeeze the handles together. This remarkable tool did two things. First the blade penetrates the brain killing the chicken immediately and the second thing, possibly even more interesting, the blade severs the nerve that controls the feathers. All birds can fluff themselves up to keep warm and this nerve controls this ability to fluff up. When this nerve is severed, 95% of the feathers can be wiped off of the bird by hand and very little plucking is necessary.... hotairfan

      I think it is actually a Mussel & Shellfish or clam Opener
      Various shell fish come in a shell that is needed to be open and or broken. Oyster is one such example as the shell often comes tightly closed and the edible part is safe inside. This tool was invented to solve the problem. The shell is placed on the bottom part and when the handle is firmly tightened the cutting part falls down and separates the two parts of the shell. A modern version of this tool is still being made in Italy. The Hoffritz company also produces a similar though fancy tool that they call “Clam opener.”
