Here I have a very beautiful little American Brilliant Cut Glass toothpick holder from the early 1900s, with a design of fans and diamonds and a scalloped rim with a sawtooth edge. It is an old 3 part mold with a nice heavy, textured bulbous base and it is in mint condition. It stands 2 3/8" high and 2" across at the rim, the glass is very clear with lots of life and sparkle.
It can also be used as a mini vase for dainty flowers such as violets and snow drops.

lots of very similar diamond and fan toothpick holders 'out there'. Looks possibly more cut than pressed from the images. What's it look like under black light?

I take it by no change that it reflects purple, which would be consistent with lead crystal; whereas EAPG would usually have a faint yellow/green at the thicker edges.
I believe mine has a yellow hue - but I didn't see any green. I can't wait to get home to check it out!
to me the manganese of EAPG look more yellow but some folks describe is as yellow-green. Here is a post where I tried to do comparison photos:

Oh and I keep forgetting... tc when I checked it under uv light, the edges sparkle a bluish purple.
This piece is not American Brilliant Cut Glass. They come from two places. The fans at the top are very thin typical for English. The European version has a flat surface on the bottom. These are always popular. Also your own test confirms this is not American Brilliant.
