This is a hubcap (or wheel cover) from an early 1980's model Volkswagen Vanagon Type 2 (T3) - (known as the Transporter or Caravelle in Europe, T25 in UK, Kombi in Australia). Larger and heavier than its predecessor, the T2, – and with a more squared and less rounded styling – the T3 was manufactured in Germany from 1979 until 1992. The emblem in the center denotes it as from a Wolfsburg Edition which were manufactured in the Westfalia-Werke factory in Westphalia, Germany.
