Double upright handles, Art Nouveau Gold Scrolling in a Cobalt Blue.....There are no marks. I believe it to be Japanese or French possibly......On base is this hollowed out circle where there appears
to be possibly a mark of some kind..........Not sure........Any help with added info is appreciated......

Thanks Attwood.........Very helpful..............My gut feeling was Japanese. Late 1890's or early 1900's.......
