russian silver spoon

russian silver spoon, shows a 84 (875 silver) and a six dots hallmark which look like a flower.
that's the only thing I know...
1880-1900 or far younger... 1920s maybe?
if anobody knows the maker and or city where it was made it it's allways nice to learn
or is it not a russian spoon and just made for the russian market and is marked with 84 because of that reason?
