This watch with an animated right foot character was produced by Bradley in 1980. Bradley usually position the winding crown for their medium size animation watches at either 2 or at 4 O'clock position.
Sport Billy was a 1980 animated television cartoon made by Filmation Associates, initially for broadcast in Germany. In 1982, Filmation carried the show over to the United States for syndication.
Sport Billy was adopted by FIFA as the Fair Play Mascot for FIFA World Cups, and a trophy of the character was presented to the most sporting team at each World Cup. The character was used as a mascot in many sporting youth programs internationally, promoting sportsmanship and fair play.

I got a Sport Billy watch early this year that I didn't know Bradley made. It is in a large black sport case and has no animation.
Adam, Sport Billy was adopted by FIFA as the Fair Play Mascot for FIFA World Cups. Perhaps there are other makers in addition to Bradley.
