Luckily for me, this vase was listed in the obscure category of Egyptian Collectibles, or I might not have won it. In the 1890s, there was a sort of Egyptian revival in decoration that was used by firms like Moser and, in this case, Fritz Heckert, Silesia (Petersdorf). Similarly themed pieces are shown in Das Böhmisches Glas, Band III (Historismus). The remnants of a F.H. monogram are on the bottom, but they are too worn away to read, even under a loupe. This bowl is huge, by the way - 7" tall and 9" wide! Although the glass has a green tint, it is not really UV reactive, except around the rim and around the base. The center doesn't react at all.
Enjoy!
