I think this is covered in preservative. Very unique. Much better condition than what it looks like in the photo. There is a number on it but I am not sure what it is. Thanks.

Pretty sure you have a Yugoslav Model 1924 bayonet.
Looks like cosmoline. I have bought a few guns covered in that stuff.

There seem to be a variety of opinions on how to clean it off. Personally I think hot water and dish soap will work. Boiling water by itself is probably better.
You would want to dry out the inside of the scabbard and dry everything off to avoid rust.
