This is how an identical one has been described and my little Guy is exactly the same.

Appearance & Subject: This is a charming and detailed
Toby Jug figure by Allertons. It is a charming decorative
    "Gaudy Welsh" piece.

Traditionally Toby Jugs are said to be based on Toby
Philpot, an 18th Century character who is usually depicted
with a jug or mug of ale and sometimes a clay pipe.

This figure is dressed as is traditional in late 18th century to
very early 19th century mode of dress, with a hat, a long
jacket, waistcoat, knee britches and long stockings.

In this case he is seated on a square seat on the ground.

He has a foaming jug of ale cradled against his chest in one
hand and a mug of ale in his other hand that he is resting on
    his knee.

The crown of his hat forms the rim an spout.

His jacket is cobalt blue with lines of pink lustre overlaid in
order to show as copper, which is an integral part of the
    Gaudy Welsh colour scheme.

His hat, base and handle all have some cobalt blue line
decoration with some overlaid pink lustre that shows as
    copper too.

His waistcoat and shoes, his jug and mug are all white
outlined in black. his knee britches are red, and his lace
    tie is green.

He has natural skin tones with long brown hair.

The piece has a rich glossy glaze.

Your marks was used between 1929 until they closed in 1942. I certainly wouldn’t describe it as Gaudy Welsh” though!

Yes I agree! A tad rude to all the lovely Welsh People. LOL.
