little black pottery figure

This little 4" high figure is in a black shiny gloss glaze almost scarey eyes in a yellow colour , its hard to get the detail in a photo as its so shiny, theres a hole in the left side of his mouth ,maybe for a cigar?
His hands are on his tubby belly thumbs up and looks like hes stood against something maybe a post and looks like he hasnt any trousers on but has definatly got a jacket/waistcoat as two buttons on lower back , you can just make out that he has hair thats receded or maybe a child, hes made from a terracotta type clay quite heavy for his size.
ive never seen one before and cant find anything like it on the net!
he's in A1 condition , any info greatfully recieved
