19th Century Clock with matching vases

I'm trying to gather information on this set, any familiarity to anybody? No maker markings under the hollow ceramic body of the clock, and the impression under each vase is very faint and hard to read. The brass key (not pictured) is straight, about 3" long.

The best I can make out is :

Highlighting with gold paint ; I can't tell if the art is hand painted or a very fine decal sealed in the glaze. Any help appreciated!
