A Porcelain sugar bowl made by the Kornilow Bros. in Russia, from what I have found on ebay, just plates with the same design and hallmark are kinda pricey, and that they are from around 1900

which is it kornilow or kornilov? my piece says kornilow, when I search it, it comes up both mostly kornilov, is there a difference in the maker?

Same maker, just different pronunciation. I guess some people spell it the way its pronounced. Your mark dates from the 1980’s, so the value may not be as much as the older pieces.
