I have never been good at identifying if it is ruby stained or flash. I believe this to be crystal. But what would its purpose be, besides being pretty.

this EAPG piece is George Duncan's Sons & Co. #44 Button Panel; c.1900. Guessing it is likely a toothpick holder since you mention votive size. It is ruby stained, a painted on and fired decoration on pressed glass. Ruby flashed is a layer of glass on blown glass.

you're welcome. could also be a spooner; check to see if spoon handles stick up above rim to easily pick out.
