      Looks like a lever to engage drive dogs on an old bit of equipment to me.

      This is a kitchen multi tool. It even serves as a trivet.

      This was made by W.H. Thayer around 1881 it is called " The Multi tool.
      It can be used as a trivet, stove lid lifter, boiled pot lifter, meat tenderizer, bottle opener, pie crimper and candle holder. It was also used for self defense, Kind of like brass knuckles.
