This is a 1999 McDonald's promotional issue of a "Mystic Knights" action figure from the series The Mystic Knights of Tir Na Nog, an Irish/American television series set in a fantasy version of ancient Ireland created by Saban Entertainment. It aired on the Fox Kids block from 1998-1999.
It is 3 7/8" tall, plastic with movable jointed arms and legs, and represents "General Torq", a villian character. - ™ & © 1999 SABAN Entertainment
