The tray comes off revealing the carving. Other than that I am at a loss for who made it or when. Any ideas?

I will give this piece a shot in the dark. I have seen similar unsigned pieces. This one has so many imperfections it fits. When I lived up north the state had a store where they sold off equipment they had replaced. Everything from computers to skis to snow plow trucks. There was also a store outside the state prison where inmates could sell items they had made. None could be signed and most were made of wood. They had to pay for all the material. The imperfections in both pictures brings that to mind. You might want to try researching the area it came from and see if it fits.
And they are still made today. Search Google Images for "asian carved table" and enjoy.
