I was told that this item is a German clock mill tool but can't find anything online about it. Does anyone know anything about this. I'd like to know, I've had it for quite some time and want to know exactly what I have. Any info will help. Thank you

Certainly looks like a miniature lathe!

This is what is called a Bow Mill.
Used for repairing bows on pocket watch cases.
Now that you know the name, you can look it up, maybe there is a youtube video showing the operation.
