Old Rare Primitive Indian Over The Shoulder Carrier

Purchased this from an estate recently. There were lots of Papago baskets and Navajo rugs. Thought I had a pair of primitive snowshoes until I opened it up. All the cording is handmade and stretched around some type of willow branches that were soaked and then shaped. Anyone have any ideas where it is from or the age. Thanks.
