What is my purpose?

The primary pendant is about 40mm dia. It seems to me to be hung wrong and I find it odd that the wear marks under the loop on the back indicate that it is hung by the ribbon bar. If so why would the loop be bent up and not down? If hung vertically as it obviously has why is the bird/tree/flower decoration mounted sideways? The marking on the back is FS and the item is from a box of every day quality military badges, circa WW1 located in Queensland, Australia.
