Ahhhh ha! That makes sense, any idea on date? And what the bottom says?
It may be English. The mark is telling of it's Registration Number. If it were legible, you could track down the year and maker.

Metal looks a little light weight for a fireplace but why not? I would have guessed a shoe shine stand or step up in a barber shop. Regardless it is a nice piece.
I was thinking the same thing seems like brass would melt if exposed to fire due to its low melting point and it definitely doesnt have any smoke damage etc.
That is very true, I've been doing some "surf-esearchingra" <( LOL just made that up, mabey it'll catch on ) anyway and yeah seen some that definitely are same maker but different designs (none as cool as this one tho) and one person said theres was from the 1920's or 30's it sold across the pond for around $20+ ship it was pretty plain same exact dimensions tho ,this is a cool site im still not closing this case till i get a year/maker/ and exactly what it was made for ...im leaning towards a place for on the rise rich guys to polish there shoes before work during the roaring 20's
Yup that's what i did earlier after tubeamp suggested thats what it may be, horses all kinds of stuff makes me wonder if there all 1 of a kind by 1 artist ?
Here are some tools to accompany it: http://shard2.1stdibs.us.com/archivesE/upload/8872/20_13/f799_2/F799_2_l.JPG
It wouldn't be used in a roaring fire. Use the cinder shovel to make a mound of hot coals under the stand. A.K.A. Brass Footman or fireplace trivet.

Most certainly a neat item. It may not be rare but it is unusual in it's own way. Another lesson learned.
