Looks like one of those toy cranes that would be in a Public park in the big Sand box as Kids sit on it. Guessing maybe 1960's or so....as I remember something like that in the 1970's era

I believe aghcollect nailed it, looks like a 40s/50s BuddyL Junior Excavator.
