British Made Aluminum Basin

Greetings!
I picked this up today. I am not sure if it is cookware or a basin. This item has what appears to be a forged handle with aluminum rivets and measures 16 inches wide and 5 inches tall. The handles measure about 3 X 4 inches.

So far, I have found a Preserving Jam Pan by Atlas Aluminum that is 14" wide and 4" deep. They appear identical.
