    I was hoping someone may be able to help with any ideas about what the girls are doing and why they are holding empty plates. I was thinking possibly some type of "maid school" but the girls seem too young for that.

      That's what I was thinking but I was thrown off by the different uniforms and because they're holding plates.

      I never thought of that. It's possible that it could be from a theatrical performance.

      I'd think maids (possibly at a hotel) or maids in training-- remember, unlike today it was not unusual to find children working.

      Either way, I would call it an occupational image.
