I wanted to let you know that I have one of these also. I'm passing it on to my son this weekend. It came to my family via a maternal aunt who spent much of her professional life working in the middle east. This is indeed from India as I know she brought it back with her as a gift for my family. It was purchased during the 1960's. Let me know if you have any information about it's value or where you got yours from.

I wanted to add that the number stamped on my ashtray is different than yours. I haven't been able to find any information about these numbers. On E-bay there are several enamel inlaid brass items like these with similar numbering system. My numbers are 260 C-3. The "Made in India and this number are made of a series of dots. There is also a dot between 260 and C and then there are 4 dots in a diamond shape superscript to the 3.

I wonder if they are an indicator of the manufacturer or distributor. Why we would have 2 identical ashtrays manufactured by 2 different manufacturers doesn't seem to make sense though.
