      I think I would have asked myself if it was legal to own before I posted it. Then I would have asked Colt.

      Packaging, warning about keeping from children and return-guarantee information makes me think civilian - also there is no National Stock Number, military nomenclature, etc. to make me think military. As to legality, best to check your local jurisdiction as non-lethal irritant sprays are illegal in some locales and legal in others.
