      Is it brass? Maybe an oiler (maybe gun) if the sides can be squeezed in or pop in & out.

      If it looks like a duck, walks like a duck & quacks like a duck, --it must be a duck. Looks like a gun oiler but don't know the issue. If you don't get any feedback on this poste from our military gun experts, you might reposte it as a gun oiler & ask for ID on it. May be a collector's item as I've never seen this design.

      A banjo oiler. Basically a small multipurpose oiler, not just for guns. Early bike and car tool kits often had these.
