This vase says is stamped "Webb" on the bottom. Is it a vase? What would I call it? About when was it made?

The mark on your posy vase is from Thomas Webb - England and it is the mark from...1935-49..if you put it under a black light looking at it it should glow beautifully if I am not mistaken.....:-)

It is quite possible it could be a "Webb Corbett" vase, there are many variations of crystal and glass from Webb Corbett including vases. Maybe check in that direction? Keep us posted. I LOVE the color!

actually "Webb Corbett" lead me to the term "Posy Bowl" which looks very close to mine. Every clue helps! Thanks again.
While I was checking out "Webb" to try to help you, I found out there was a Joseph Webb, long line of glass (his cousin was Thomas), check out these images, yhttp://www.bing.com/images/search?q=webb+decorative+glass&qpvt=webb+decorative+glass&FORM=IGRE#aou might find what you are looking for (This is from "Webb Decorative Glass")
